A good idea on paper but when it comes to reality, it's a bit of fluff. If someone is pissed and or zoomed on drugs, do these two really think that their, " home fire safety visits, fitting free smoke alarms, and providing advice on what to do in the event of fire, while explaining how smoking, drugs and alcohol can contribute to fires occurring in the home" will make the slightest difference?
This is a well-meaning but off the wall piece of moonshine that is probably going to cost oodles of cash that would mostly likely be more effectively used elsewhere.
And whilst we are on the subject of the, 'treatment' of alcoholics, no one ever seems to mention the work of Alcoholics Anonymous who advocate, quite rightly in my opinion, total abstinence with peer support as the only reliable way to handle the disorder. Preaching utter crap about, 'responsible drinking' to a drunk is a ridiculous concept and is doomed to fail. Still, it's a nice black industry that keeps a fair few employed.
